「イラクの大量破壊兵器」情報をめぐる最終報告書＠米国

３月３１日，米国で「イラクの大量破壊兵器」情報について調査・検証を行なっていた独立委員会が，最終報告書をブッシュ大統領に提出しました。

これについて，日本では，例えば産経新聞は

二〇〇三年三月の米英軍によるイラク攻撃開始前に，米政府が得た大量破壊兵器に関する情報の精度について検証した独立委員会は三十一日，最終報告書をブッシュ大統領に提出し，機密事項分を除いて公表した。報告書は，「サダム・フセイン（元イラク大統領）の大量破壊兵器獲得の意図に執着し過ぎて，同兵器の存在を結論付ける重大な過ちを犯した。この情報収集の失敗は，近年の米国史の中で最も重大な損傷だ」などと厳しく批判した。
　一方，「政治的影響によって情報がゆがめられた」との見方を否定。イラクのケースに見られる失敗は他ではなく，リビアの同兵器開発計画の放棄やパキスタンのカーン博士による核の闇市場の暴露では，情報機関は「重要な役割を続けている」とも指摘した。
　また，今後の改善点として，各情報機関が収集した情報の共有推進や，大量破壊兵器拡散防止のための新組織創設などを勧告した。……

共同通信は

イラク戦争前の米情報機関の問題点を検証した独立調査委員会が３１日，「開戦前の大量破壊兵器をめぐる判断で，情報機関は致命的な誤りを犯した」とする最終報告書をブッシュ大統領に提出。大量破壊兵器拡散や大型テロなど「２１世紀の脅威」に立ち向かうため情報機関の抜本変革を求め，７４項目の具体的勧告を行った。
　開戦を急いだ政権内強硬派が大量破壊兵器の関連情報を意図的に誇張，歪曲したとの疑惑をめぐっては「（情報操作の）証拠はなかった」と結論付けた。
　イラン，北朝鮮の核開発に関しては「機密扱い」の情報が多いとして，具体的な問題点を公開しなかったが，大量破壊兵器をめぐる情報収集が極めて困難な現状に強い懸念を示した。

というように伝えているのですが，私は例によって例のごとく，英国の報道をいくつか読んでみました。

ほんとは主要４紙とＢＢＣの合わせて５件を読もうと思ったのですが，気力が尽きてしまったので，保守２紙（タイムズとテレグラフ）はまだ読んでいません。

というわけで，ＢＢＣとガーディアン，インディペンデントの記事を，それぞれの見出し＆書き出しで比べてみます。

Bush pledge over US intelligence

President George W Bush has welcomed a study that says US intelligence agencies know "disturbingly little" about enemy weapons programmes.

Describing the report as "extremely significant", he said US intelligence needed "fundamental change" to face the threats of the 21st Century.

The study makes recommendations for new director of US intelligence John Negroponte, who heads 15 spy agencies.

The study in particular criticises US collection of intelligence in Iraq.

The report says dramatic changes are needed to prevent failures similar to the fiasco over Iraq's missing weapons, including the creation of a a national counter-proliferation centre to combat the spread of weapons of mass destruction.

US intelligence on Iraq chaotic and incompetent, says Bush commission

A presidential commission investigating the intelligence debacle that preceded the Iraq invasion reported yesterday that the damage done to US credibility would "take years to undo".

American intelligence was described by the report as being in chaos, often paralysed by the rivalry of 15 different spy agencies and affected by unchallenged assumptions about Baghdad's supposed weapons of mass destruction.

The incompetence described in the report occasionally descends into farce, particularly over an Iraqi defector codenamed Curveball, whose fabricated tales about mobile biological laboratories and their influence on US decision-makers were reminiscent of Graham Greene's accidental spy in Our Man in Havana. Despite warnings that he was "crazy", "a waste of time", and that he had not even been in Iraq at the time of an event he supposedly saw, his claims became the subject of almost 100 Defence Intelligence Agency reports and a focus of the National Intelligence Estimate in October 2002.

WMD verdict: 'Dead wrong'
The damning verdict of America's official report into the reasons for going to war in Iraq

A bipartisan US commission has delivered adevastating critique of the intelligence assessment of Iraq's pre-war weapons of mass destruction. It also implied that the country's spy agencies know "disturbingly little" about Iran and North Korea.

The intelligence community was "dead wrong" in "almost all of its judgements" about Saddam Hussein's presumed chemical, biological and nuclear weapons programmes, declared the panel, which was set up by President George Bush in February last year.

It bleakly warned that the United States "simply cannot afford failures of this magnitude" again. And, as he formally took delivery of the 400-page report at the White House, Mr Bush concurred, saying that America's intelligence community - currently scattered across 15 separate agencies - needed "fundamental change". He promised that "concrete actions" would be taken soon.

これら３つの報道が，同じものを伝えているということが，にわかにはわからないほど，それぞれで使っている単語も違うし，焦点を当てている部分も違います。

ＢＢＣの記事を読むと，この報告書を受け取ったときのブッシュは笑顔だったかもしれないと思うし，インディペンデントの記事を読むと，苦虫を噛み潰したような顔だったんだろうなあと思います。

ガーディアンはGraham Greeneとか引き合いに出してて，正直うざったいです（＜本筋と関係ない）。（これがガーディアンの癖ではあるのですが。）

これらの伝えている内容は，要するに，この報告書は
(1)　「イラクの大量破壊兵器」情報は間違っていた。
(2)　それは諜報機関が15もあったことなど、諜報を扱う部署にいろいろな問題があったことが原因だ。
(3)　ゆえにこれからは，諜報機関を改革していかねばならない。例えば、各機関をまとめる最高責任者１人が必要である。
という内容である，ということだろうと思います。

そしてその責任者になるのが，ジョン・ネグロポンテ（現在は駐イラク米大使）です。

知りうる限りで冷静に判断して，この報告書の内容は，インディペンデントが言うような「ブッシュ政権を糾弾する」ものではなく，むしろＢＢＣの言うように「ブッシュ政権これからはこうすればうまくいく」というものだろうと，私は思います。

インディペンデントの記事で際立っているのは，「イラクについての諜報がデタラメだった。イランや北朝鮮についてもそうだろう」という焦点の当て方です――それをインディペンデントでは，「米国の諜報機関はイランや北朝鮮についても『ひどく少ししか』知らない」（know "disturbingly little" about Iran and North Korea）という表現で表し，第一パラグラフに持ってきています。かなりショッキングです。

このことはＢＢＣでも書かれてはいるのですが，

Looking beyond Iraq, the report said: "The bad news is that we still know disturbingly little about the weapons programs and even less about the intentions of many of our most dangerous adversaries."

という形で，全然目立ちません。ショッキングでもありません。

ガーディアンは「カーブボール」というコードネームのスパイの情報がデタラメだったのに，当局はそれを頼りにしたということに焦点を当てて書いています――というか，それだけで字数を埋めているような感じ。

３件のいずれにも書かれていないのは「英国が果たした役割」についてですが，この最終報告書は一部が機密扱いになっているとのことなので，そのせいかもしれません。（確証があるわけではないですが。）
